Azucena Ugarte is the Director of Domestic Violence Strategies for the Health and Human Services at the Managing Directors Office of the City of Philadelphia. As such, Azucena is responsible for supporting the City’s health and human service agencies (child welfare, homelessness, behavioral health and public health) in developing and implementing systems to address the needs of individuals and families affected by intimate partner violence. Previously, Azucena was in charge of the education department at Women Against Abuse, the largest domestic violence service provider in Philadelphia. Azucena is a highly skilled, bilingual educator and public speaker, with over ten years of experience teaching students, community groups, professional organizations, city agencies, staff and volunteers about intimate partner violence and how to work effectively with survivors of intimate partner violence. Azucena holds a Master of Arts degree in Anthropology and Education, a Master in Education of Human Sexuality, and is a PhD Candidate in Human Sexuality.
